Mid-Term Evaluation of the Global Tax Program - Final Report

In FY22, the World Bank’s Global Tax Program embarked on a Mid-term Evaluation (MTE) to assess the program strategy, management, and activities to inform future directions. Following a competitive selection process, the WB commissioned SEO Amsterdam Economics to conduct the evaluation. The MTE distill lessons learned from the first few years of implementation to assist the WB, and GTP partners make any course corrections. The evaluation consisted of two main parts: a GTP-wide assessment and a bottom-up assessment of individual GTP-funded projects (case studies). The first part includes a portfolio analysis of the available Monitoring & Evaluation data for the GTP projects and an assessment of GTP’s strategy and management. The second part assessed a selection of individual projects and focused on the degree to which the GTP projects have achieved or are on track to attain their objectives. The assessment was conducted according to the OECD Development Assistance Committee (DAC) criteria. The overall finding is that the GTP is a well-managed program and has thus far performed well against the OECD-DAC evaluation criteria, with opportunities for further improvements..
