We have now reviewed in the Bank Mr. Eemomides' report which shows that, while satisfactory progress is being made in construction of pumping stations and remodelling of open drains, the field drainage program is going more slowly. We understand that at the time of his visit, it appeared that the area likely to be provided with field drainage during 1977 would probably not exceed 150,000 feddans (110,000 fed. in Nile Delta and 40,000 fed. in Upper Egypt), compared with the target which you established for 1977 of 250,000 fed. This would in fact be even less than the 180,000 fed. of 1976, in spite of the fact that additional equipment was available in 1977, and, as we understand, EPADP had access to the local funds it needed. At the time of uv visit you had become more optimistic that you could reach last year's level again, and we hope this turns out to be the case. I know that you are as concerned with this situation as we are. It appears that your revised drainage program is now at least one year behind schedule, so delaying the time when the deterioration in Egypt's agricultural land will be halted, and putting off the date when increased production can be expected from drained land. Mr. Economides has reported that shortage of cement and scarcity of labor for excavation and laying collector pipes were two reasons for the disappointing performance. With regard to the shortage of cement, in Mr. El Ahmady Abd El Raouf -2- December 12, 1977 July 1977 we agreed to finance, under the credits, procurement of 75,000 tons from Romania through the tender of the Ministry of Housing. However, we learnt during our visit that the letter of credit for the procurement of cement had still not been-opened.We urge you to take every effort to speed this procurement. We are glad to learn that you have managed to make an arrangement with the Ministry of Housing to draw on their cement supplies in the meantime. We have now received and approved your proposals for procurement of collector laying machines, with some modifications. We hope that as these machines come into service the installation of collectors will crase to be a bottleneck for project implementation. Apart from the two reasons mentioned above for the delays in field drainage installation, we believe there are others which must ads* be considered. Frequent changes in key personnel have certainly had an adverse effect on the EPADP's efficiency. We believe that an effort should be made to establish within the Authority a climate of stability, which would certainly have a positive effect on the staff's efficiency. Another important reason for the low performance may be the lack of incentive on the part of the contracting firas to concentrate on the drainage contracts. This could be attributed to the low unit prices they have been asked to apply, despite recent cost increases. We hope that in future a more realistic policy will be applied in determining unit prices. In the mean- time we propose for your consideration that a reasonable price escalation, riflecting cost increases, be accepted for the ongoing contracts as well as for new ones. We hope that EPADP will examine closely what can be done to encourage contractors to speed their performance. Mr. Economides also reported on a number of other serious matters which I would like to bring to your attention. It appears that EPADP has not taken a number of important actions, vital to the success of your drainage progrwm, which were agreed between the Government, EPADP and ourselves and included in the Project Agreement of the ongoing and the Nile Delta Drainage 1I projects. Thus: (a) the posts of vice chairman, one for lower Egypt and one for Upper Egypt, have been recently abolished, contrary to the Project Agreement, without any prior discussions with us; (b) no action has been taken in practice to ensure the participation of the Extension Service of the Ministry of Agriculture in the drainage effort, as is required under all Project Agreements, and despite the fact that their involvement is essential if farmers are to maintain drainage facilities. Plans for joint activities between EPADP and Extension have not Mr. El Ahmady Abd El Raouf -3- December 12, 1977 been formulated by the coordination committees, which do not appear to have been meeting regularly. Programs for training extension personnel in drainage works have been discontinued. You will recall that these activities were a condition of effectiveness of the second Upper Egypt project, and and that we declared that project effective only on assurance from EPADP the Government that the coordination committees were active and the training taking place. We will in addition be writing to the Ministry of Agriculture on the need for the involvement of the Extension Service in the drainage coordination. We program, and asking about their proposals for improved shall send you a copy of this letter. needed (c) EPADP has not established the cost accounting system the control which EPADP to improve the efficiency of its operations and can exert over the contractors working on the drainage program; of the (d) EPADP has not conducted the urgent evaluation study effect of drainage works on crop yields which was due for June 1977; (e) the complete evaluation study for the Nile Delta Drainage I Agreement, projects areas has not yet started. You agreed, under the Projecta draft to have this study carried out before June 1978, but except for evaluation program prepared with the assistance of a Dutch consultant, no field work has yet been conducted. It now seems most unlikely that the evaluation could be completed on schedule; which (f) dhe study on farmrs' ability to pay for drainage works, to is required under the Project Agreement to be conducted and furnished IDA/Bank before June 1978, has not yet started. (This study is different from the general socioeconomic study being conducted by Professor Guleily with the assistance of the Ford Foundation.) These points are important not only because they reflect probable important because of past and future breaches of our agreements, but most their future impact on your own drainage program. You discussed most of them with me in some detail, and I think you agreed with me that action was needed on your part. We would like to receive a detailed explanatory letter on what measures EPADP now proposes to take to fulfill its obli- implementation of the program. Naylor, Ge , E SUBJECT: EGYPT: Nile Delta and Upper Egypt Drainage Projects, Irrigation and Drainage Component of Fruit and Vegetable Project 1. During my visit to Egypt from November 11-24, I had a number of discussions with the Egyptian Public Authority for Drainage on various project topics. 2. Mr. Economides had just returned from supervising the drainage pro- jects and had informed me of the poor progress during 1977, and the fact that EPADP were in default on a number of convenants. My enquiries about what actions they were taking to remedy matters are described below. Mr. Economides' findings are given in three supervision summaries dated 11/30/77. 3. Rate of Progress. I told the Chairman that the Bank was very dis- appointed with the slow progress in construction which Mr. Economides reported was below that of 1976. The Chairman explained that since Mr. Economides visit the main cause of delay--cement shortage--had been overcome. They now expect to complete 200,000 feddans in 1977 against the 150,000 feddans ex- pected at the time of Mr. Economides' visit (compared with a target of 250,000 feddans). The Bank had approved a tender for 75,000 tons of cement, after a reallocation of funds; while this had not yet arrived they had been allowed to draw on cement being imported under the Industrial Imports Loan. This would be paid back once the 75,000 tons started arriving. Additional cement supplies had allowed the pipe factories to restart. Two months ouput had, however, been lost as a result of the shortage. The fact that this had been foreseen but still allowed to happen, however, does not reflect much credit on EPADP's management. 4. The Chairman, however, was optimistic about accelerating the rate of progress from 1978 onwards for the following reasons: (1) the Minister's determination to increase the availability of local funds, which will be re- inforced once the Special Fund for Drainage Projects is established (hopefully before the end of the year); (2) procurement of collector laying machines for collector drains 1/ and (3) a start to the use of PVC pipe instead of cement pipes. I was handed specifications for the supply of 12 collector laying machines which are now under review in the Bank. The first imports of PVC pipe for the 3,300 feddans experimental area in Upper Egypt II have just ar- rived in Alexandria. Civil works for the first PVC pipe factory are only three months off completion and it should be in production before the end of 1978. The use of this pipe in place of cement pipe is expected by EPADP to triple the rate of work. 1/ These machines will get around the persistent labor shortages which have been a major source of delay in project works, especially in Upper Egypt. -2- 5. The Chairman is also considering whether an increase in the capacity for producting larger size (15-40 cm) pipes for collector drains will be necessary to keep pace with the output of the new collector laying machines. Funds are provided in the project but the Chairman has not yet made up his mind when to use them. 6. Extension Services. EPADP and the Ministry of Agriculture are in default over the formulation of joint plans for involving extension personnel in drainage. EPADP put the blame on the Ministry of Agriculture saying that the Ministry of Agriculture has no program for increased extension activities in drainage and EPADP believes any funds provided to the Ministry would not help the projects. They believe the funds allocated for extension work in the two Nile Delta projects are,in fact,too large. They asked if the Bank would write to the Ministry asking them to prepare a program of work, with a time schedule, staffing requirements, an allocation of responsibilities, with cost estimates for staff, transport, housing, etc. This could then be approved by EPADP and the Bank funds provided to the Ministry as necessary. I said we would not be prepared to reallocate funds from either project until we had such a program. Mention of the need for this program should be made in the next round of correspondence. We will also write separately to the Ministry of Agriculture. 7. Organizational Changes. Although in default by abolishing the two posts of Vice-Chairman, one for Upper Egypt and one for Lower Egypt, but both based in Cairo, EPADP now seems to have a better organizational structure with greater decision-making power at the local level and with the maintenance or- ganization integrated into the whole structure. I asked the Chairman to write asking for the necessary changes in the legal documents and explaining the reasons for the changes. 8. Cost Accounting. EPADP has not yet established the cost accounting system required under the Project Agreement. They are now waiting for advice on this from Mr. Economides. 9. Project Studies. Two studies are due from EPADP by June 1978, one on the effect of drainage on crop yields and soil properties, the other on the ability of farmers to pay for drainage. EPADP are holding a meeting in the Netherlands in January 1978 with their consultants to discuss the first and to devise a work program. They will send us details. It seems unlikely that this study can be ready before the end of 1978 at the earliest. The design of the second study is to be based on a general socio-economic study now being con- ducted by Professor Guleily which is expected by the end of 1977. EPADP expects it will then take a year to complete. This may well be optimistic and the Bank needs to keep the pressure on EPADP since they are already in default on the first and will shortly be on the second. 10. Pumping Stations. The need for a 5th pumping station has emerged in the Nile Delta II project area to deal with seepage from the Ismailia Canal (Area OE 11). EPADP wish to finance this under the project and believe the -3- funds allocated to the four pumping stations already in the project will be adequate to cover this too. I have asked them to write the Bank a letter including specifications and cost estimates. Nubariya Canal and Drains 11. The Supervision Report of 10/28/77 indicated how little progress had been made on this component of the Fruit and Vegetable Project. Since then EPADP have set up their Project Unit but, with the consultant, Sir William Halcrow and Partners, due to finish in February 1978, there is little time left for the two to work together. The Consultants' Project Manager was also dubious whether they could produce a satisfactory report by that date due to the lack of cooperation they have received and the unsuccessful nature of their attempt to use "local associates". Although continued use of consultants would be desirable it is probably better not to extend the SWHP contract, unless much improved working arrangements are devised. CENERAL After completion of appraisal of the Agricultural Development Project, I remained one more week in Egypt from October 26 to November 2 to supervise the ongoing drainage projects. Field trips took place on October 10 (Sohag), October 16 (Menufiya) and October 29 (Tanta - Kafr Cheikh). II. PROGRESS SUNMARY OF DRAINAGE PROJECTS 1. Nile Delta Drainage I. Progress in pumping stations is satisfactory. To date, eight pumping statiEons are operational, one is almost completed construction (except the connection with electrical line) and two are under with expected completion dates January and June 1978. The Kafr Cheikh sUbstation will become operational within this month. Excavation or remodelling of open drains is proceeding almost on schedule with an expected completion by the end of 1977 of 790,000 feddans against a target of 800,000 feddans. to Field drainage installation is considerably behind schedule with date completion of 552,000 feddans. During 1977 it is expected that only the target of 110,000 feddans will be provided with field drainage while this year was 170,000 feddans. The achievement for 1976 was 140,000 feddans. The three tile making factories (Tanta, Damanhour and Aga) are now only one shift is operational. However, daily production is low because used. Progress on Bilharzia Control Program related to Upper Egypt I and Upper Egypt I projects Is jointly discussed in para III. -2- Progress with field drainage installations is unsatisfactory. To date only 66,000 feddmns have been completed, and it is expected that by the end of 1977 the achievement will be 80,000 feddans while the target was 120,000 feddriis. 3. UpperETy]tDrainage II. Contractor's mobilization for the construction of the one pumping station of this project has started. Remodelling of open drains has been completed on 3,300 feddans in the Beni Suef area where the pilot drainage scheme with PVC pipes will be installed. Construction of the three PVC pipe plants (Beni Suef, Assiut and Qena) has started with local contractors. Traditional buildings with steel framework will be constructed. A PVC pipe making machine of Oltmans Drantechnik was temporily imported to Cairo for the International Fair of Agricultural Machinery. EPADP ordered and received 18,000 m of PVC pipes, produced by this machine, which will be used to start immediately the installation of tile drainage in the Pilot Drainage Scheme of Beni Suef. The 200,000 m of pipes ordered in Cermany in July will be delivered during November. III. PROGRESS SUMMARY OF BIIJ1lARZIA CONTROL PROGRAM A full report has been submitted by the Bank Consultant. A summary of the main findings is given below: 1. Chemotherapy: 1,720,000 people have been examined of whom 621,000 (36.1%) were found to be infected. About 553,600 people received the first course of the drug, 497,600 the second course and 437,400 the third course. Thus 70.4% of the infected people completed treatment. A total of 99,500 re-examinations (3 months after complete treatment) have been carried out and a cure rate of 89.3% has been found, which is satisfactory. 2. Snail Control Operations: Phase II conducted between June-August 1977. Coverage of the irrigation and drainage system was 98.2% in Beni Suef, 74.3% in Minya and 100% in Assiut. A total of 89.3 tons of Bayluscide has been used. Snail surveys were made shortly after the completion of Phase II. In Minya 3% of the examined main canals, 1% of the tertiary canals, 4.6% of the main drains and 1.7% of the field drains were found infested. In Beni Suef similar checking failed to reveal any snails while in Assiut the infestation was very limited. 3. Transport and other Logistic Facilities: Twenty pickups of the 30 ordered have been received. Two micro-buses and two station wagons are being procured on the local market. Two hundred bicycles and 26 motorcycles -3- purchased ogether with Jour addi t-ional pickups are currently being from locol biud(I)et. in Beni Suef and Minya store-workshop-garage to be completed in December 1977 complexes ;ire under construction, scheduled and March 1978 repectively. In my opinion there are other reasons for the poor performance. They are: poor management, frequent changes in key -personnel and lack of interest on the part of the nationalized constructing firms for greater achievements because of the low unit prices. It should be mentioned that unit prices for drain- age works are not the result of free competition but they are determined by the Government. To overcome the shortage of cement, IDA has already approved the procure- ment, through ICB, of 75,000 tons but due to bureaucratic procedures the contract has not yet been signed. For the excavation and laying of collectors, different alternatives have been suggested such as the use of hydraulic excavators with special attachment for carrying and descending the concrete pipes, the use of heavy duty collector laying machines (one is already in the country) and the use of back-hoe excavators with trape- .. oidal type btiot . ElP)AD was requested to study these alternatives them in the field and to proceed with the procurement of the to test appropriate equipment. Concerning the lack of interest on the part of local contractors for accelerating their work, EPADP should recognize the problem and agree to a reasonable unit price adjustment to cover recent price increases due to inflation. 2. Changes in Organizational Structure of EPADP. The posts of vice chairmen, one for Lower Egypt and one for Upper Egypt have been recently abolished. lids -is contrary to the Project Agreement and EPADP is in this respect in default. The chairman was requested to write a letter to the Bank explaining the reasons for these changes and asking Bank's approval. 3. Coordination of Activities of Extension Service and EPADP. Although the Coordination Committees between Ministry of Agriculture and EPADP in theory still exist, no action has been taken in practice to ensure the participation of the Extension Service in the drainage effort. Plans for joint activities between EPADP and Extension have not been formulated as required and training programs for Extension personnel have been interrupted. Extension is -not taking any action to explain to the farmers the importance of drainage works and to instruct them how to maintain the drainage systems. 4. Cost Accounting Systems. EPADP failed to establish the cost accounting systems required under the Project Agreement. It seems there is a.confusion among EPADP officials as to what this system means, and it is necessary that the Bank provide guidance to EPADP as to how to establish the system. 5. Evaluation of the Effect of Drainage Works on Crop Yields and Soil Properties. EPADP failed to conduct the crash evaluation report which was due for June 1977. hlie complete evaluation of drainage works under Nile Delta Drainage I Project, which is required under the Project Agreement' to be carried out before June 1978, has not yet started. Except for a draft evaluation program prepared with the assistance of a Dutch consultant, no field work has been conducted until now and it is obvious that the evalu- ation will not be completed on schedule. 6. Studyon Farmers Ability to Pay for Drainage Works. According to Project Agreement 'this study should be conducted and furnished to the Bank before June 1978. Except for a general socio-economic study being conducted by Professor Culeily with the assistance of the Ford Foundation, no arrangements have been made for the special study required under the Project Agreement. Again it is obvious that EPADP will fail to complete the study on schedule. 7. Availability of Local Funds. In spite of assurances obtained by the Bank that Government would allocate the necessary local funds for carrying the drainage program during 1977, estimated at LE 47 million, the fact is that only LE 35 million have been allocated for this purpose. However, it should be mentioned that the poor performance of this year should not be attributed to the shortage of local funds and that because of this poor performance, the allocation of LE 35 million was sufficient. VI. CONCLUSTONS AND PECOMMENDATIONS The project is deteriorating. Performance this year was far below target and Government is in default in (a) organizational structure of EPADP, (b) coordinating activities of EPADP with Extension Service and (c) establishing the cost accounting system. Furthermore, it is obvious that the required evaluation under the Project Agreement on the effect of drainage works, and the study of farmers ability to pay for drainage works will not be completed on schedule. It is recommended that: (a) a letter be sent to the Chairman of EPADP,to the Minister of Irrigation and to the Minister of Agriculture urging them to take the necessary action for the improvement of project performance and for fulfilling Government's obligations (draft under preparation); (b) the period between supervision missions be shorten to four months instead of six; (c) if no improvement occurs in the coming year, disbursements for field drainage installations under Nile Delta Drainage TI Project should he postponed for one more year, i.e. January 1980. -6- (d) appralsal of the Nile Delta Drainage ITl be postponed until 1981. To date, eight pumping stations are operational, one is almost completed (except the connection with electrical line) and two are under construction with expected completion dates January and June 1978. The Kafr Cheikh substation will become operational within this month. Excavation or remodelling of open drains is proceeding almost on schedule with an expected completion by the end of 1977 of 790,000 feddans against a target of 800,000 feddans. Field drainage installation is considerably behind schedule with to date completion of 552,000 feddans. During 1977 it is expected that-only 110,000 feddans will be provided with field drainage while the target of this year was 170,000 feddans. The achievement for 1976 was 140,000 feddans. Shortage of cement and sccity of labor are the main reasons given by EPADP for the low performance. However, to these should be added poor management and lack of interest on the part of the contractors for greater achievements. The three tile making factories (Tanta, Damnhour and Aga) are now operational. However, daily production is low because only one shift is used. To date only 66,000 feddans have been completed, and it is expected that by the end of 1977 the achievement will be 80,000 feddans while the target was 120,000 feddans. Riezebos, and we are pleased to see that this outline takes into account the points and factors presented in paragraphs 2, 3 and 4 of our letter of January 21, 1977 sent to Mr. El Guindy, the former Chairman of EPADP. We consider essential that immediate action should be taken by EPADP to recruit the consultants recommended (agro-economist, agronomist, soil scientist and statistician) in order to proceed with the evaluation of the drainage works. He will collect data from EPADP about progress of work and discuss in Cairo any problems related to the implementation of the projects. From the data provided in these reports, we understand that the work completed during the first half of the year is as follows: - Construction/remodeling open drains: Nile Delta 53,000 fed Upper Egypt 12,000 fed Total 65,000 fed - Field drainage Nile Delta 50,000 fed Upper Egypt 14,3O fed Total 641300 fed The above achievements are disappointingly low when compared to the 1977 agreed targets of the two projects, which are 190,000 fed for open drains and 240,000 fed for field drainage. We are very concerned about the slow performance of these two projects which can no longer be attributed to the shortage of local funds or lack of tile laying machines. Mr. El Ahmady Abdel Raouf -2- August 5, 1977 Another matter of concern is the delay in the iIlemntation of the Upper Egypt Drainage II project. Although the credit/loan for this project became effective in January 1977, no action has been taken till now for the remodeling of open drains, an operation which has to precede the field drainage. Please note that according to the agreed overall drainage program, the target for remodeling of open drains of this project for the year 1977 is 160,000 fed and so far nothing has been done. We are very disappointed with this situation, and urge you to take the necessary measures to obtain better results during the second half of the year, otherwise the whole drainage program will be jeopardized. NeedlCss to say any delay in the implementation of the drainage projects in Egypt would entail serious consequences for the agricultural development of the country and for its economy in general. Delays have also occurred in taking the following very important actions, as promised by Mr. El Guindy in his cable of June 12, 1977: (a) preparation of tender documents and specifications for the procurement of draglines and excavators under the Upper Egypt Drainage II Project, promised for July 15; (b) names of candidates and CV of consultants and proposed terms of employment, promised for June 12; (c) report on cresh evaluation on the effects of drainage works on crop yields, promised for July 15; (d) terms of reference for long-term evaluation study on the effects of drainage works on crop yields and soil properties, promised for July; (e) plan of work for cost accounting system to be applied in EPADP, promised for July 15; (f) tender documents and specifications for installation of field drainage through IC1 under Upper Egypt Drainage II Project, promised for July 15. None of these documents have so far been received. We are very concerned about these delays and will be grateful to hear from you as soon as possible when the above comitments are likely to be fulfilled. To date, six pumping stations have been completed and in two more the installation of pumps is underway. Civil works for the remaining three pumping stations are at a completion state of 73-99%. Construction or remodeling of open drains has been completed on 720,000 feddans, representing 84% of the total. Field drainage has been installed on 483,000 feddans, representing 51% of the total. The second tile-making factory of Damanhur has become operational. In the third tile-making factory of Aga, instal- lation of machines is underway and is expected to be completed by July 1977. Shortage of cement occasionally causes delays in the implementation of the project. The problem of allocation of sufficient local funds to EPADP for the implementation of the ongoing drainage projects has been solved for the fiscal year 1977. Preparing Officer: P. Page 2 Mr. El Guindy -2- May 9, 1977 Another matter of concern is the delays which occurred in the preparation of tender documents for the procurement of equipment for remodelling of open drains under the Upper Egypt Drainage II Project. Since remodelling of open drains is work that should precede the installation of field drainage, we recommend that immediate action be taken for the procurement of the required equipment in order to proceed according to the implementation schedule of the project. We also believe that action needs to be taken soon for the preparation of tender documents for the installation of field drainage through ICB. We understand that the technico-economic study conducted by USAID for determining the number, size and location of the PVC pipe plants is being completed. The tender documents for the installation of field drainage could, therefore, be prepared as soon as the final decisions are made for the production of PVC pipes. We were glad to learn that a decision had been made for the construction of a store for spare parts in Asyut and that the location of the store had already been selected. A similar decision needs to be made for the establishment of a training center for EPADP's staff in Upper Egypt, preferably in the Minieh area. The mission also informed us that the cost accounting unit for drainage works is in the process of being established. We arc looking forward to receiving the plan of work of this unit, promised for April 1977. The importance of establishing a monitoring and evaluation system on the effect of drainage works on crop yields is a subject which we have repeatedly discussed. In our letter of January 21, 1977, we suggested a way in which a long-term monitoring and evaluation program might be organized. We were happy to learn from Mr. Economides that the results of the crash program, being carried out in the Governorates of Menufiya and Minieh, will be made available to us before June 1977. I would also like to draw to your attention the fact that, as agreed at the Nile Delta Drainage II negotiations, a complete evaluation report of the Nile Delta Drainage I project is expected to be received before June 30, 1978. Concerning the socio-cconomic study, the mission informed us that a general socio-economic survey is now being carried out by Professor A. Goueli in collaboration with the Ford Foundation and that this survey will be completed by October 1977. We understand that a supplementary study of the ability of the beneficiaries of the drainage works to pay for the investment, operation and maintenance costs uill be conducted subsequently and be completed before June 1978. We wouldI appreciate receiving the terms of reference and the draft (juestionnaire for this supplementary study for review before June 30, 1977. ANNEX 2 Page 1 ARAB REPUBLIC OF EGYPT NILE DELTA DRAINAGE I PROJECT Draft Paragraph for President's Report Project implementation is progressing satisfactorily. To date, six out of eleven pumping stations have been completed, and in two others the installation of pumps is underway; 720,000 out of 860,000 feddans (84%) have been provided with new or remodelled open drains; field drainage has been completed on 483,000 feddans out of a total of 950,000 feddans (51%); the tile-making factories of Tanta and Damanhur are operational while installation of machinery is underway in the third factory. Shortage of cement occasionally causes delays in the implementation of the project. The problem of shortage of local funds for the fiscal year 1977 has been solved. ANNEX 3 Page 1 ARAB REPUBLIC OF EGYPT NILE DELTA DRAINAGE I PROJECT Financial Aspects and Disbursements 1. Foreign Exchange Cost. There is no foreign exchange cost overrun. Most of the project equipment has been received or ordered. 2. Local Currency Cost. There is no change in the local currency cost during the reporting period. The local cost is estimated to be US$220 /1 million against appraisal estimate of US$116.2 - million. The cost increase was due mainly to inflation. 3. Availability of Local Funds. A condition for negotiations of the Nile Delta Drainage II Project was the allocation for the fiscal year 1977 by the Government to EPADP of LE 47 million, to cover estimated costs for carrying out all the ongoing IDA/Bank-financed projects. Furthermore, the Government has been requested to include in the medium-term plan, at present under prepara- tion, all the funds required for the completion of the ongoing IDA/Bank-financed projects. Evidence has been received by IDA that both conditions have been fulfilled. Therefore, no shortage of local funds is anticipated, at least for the fiscal year 1977. 4. Disbursements. The amount disbursed as of March 31, 1977, was US$17.6 million, which represents 68% of the total foreign exchange cost of the project. Gouely - Consultant - University of Zagazig ANNEX 5 Page 1 ARAB REPUBLIC OF EGYPT NILE DELTA DRAINAGE I PROJECT Execution of the Project 1. Pumping Stations. One more pumping station has been completed. To date, the following six out of eleven pumping stations are operational: Etia-el- Baroud, Mehallet Roh, Khandak, Shobrakhit, Khairi and Shereshra. In two more (Sadaka and Samatai) civil works have been completed and installation of pumps is underway. In the remaining three stations, civil works are at a completion stage of 73-96%. The Substation of Kafr-Sheih was completed. 2. Construction and Remodeling of Open Drains. Progress in this field is satisfactory. During the reporting period (October 1976 - March 1977), 67,000 feddans have been completed. To date, 720,000 out of 860,000 feddans have been provided with new or remodeled main open drains. This represents completion of 84%. During the year 1976, 93% of the volume of excavation for constructing and remodeling of open drains was done by the three public sector companies and only 3% by contractors in the private sector. Maintaining open drains in good condition is a permanent problem in Egypt mainly on account of the fast growth of weeds. In spite of the improvement over the last year, maintenance of open drains still is not satisfactory. 3. Field Drainage. During the reporting period, 43,000 feddans have been completed. This is not a very satisfactory achievement since the scheduled annual implementation rate for the project is 120,000 feddans. It is, however, expected that after the allocation of sufficient funds for the year 77 the implementation rate will be improved and hopefully the target of 120,000 feddans for this year will be reached for the second subsequent year. To date, 483,000 out of 950,000 feddans have been equipped with field drainage. This represents completion of 51%. As mentioned in the previous supervision report, EPADP, following recommen- dation of the joint panel of Egyptians and Dutch consultants, has discontinued the use of gravel envelope in clay soils. EPADP is now conducting a field investigation in order to determine the effect of gravel envelope on the function of buried drains under different soil conditions. The gradation of the gravel available in the country is not suitable for use as filter. Following IDA's recommendation, action has been taken by EPADP for the procurement of four gravel crushers. 4. Tile-Making Factories. The second factory of Damanhur was inaugurated at the end of March. As in the case of Tanta, the factory is working with one shift producing per day approximately 10,000 m of pipes of 10 cm and 400 m of 20-40 cm for collectors. The capacity of the two factories will be doubled after the completion of the additional sheds, still under construction. Installation of machines continues in the third factory of Aga which is expected to become operational by July 1977. The operating factories are being run by EPADP. 5. Procurement of Equipment. A revised list of project equipment, reflecting current project needs, has been prepared (Annex 1-B). The value of the equipment contracted as of March 31, 1977, was US$22.93 million, representing ANNEX 5 Page 2 88.2% of the total. The following equipment has been received during the reporting period: - 6 Jeeps (Nissan) - Spare parts for tile-laying machines (Hoes) - Spare parts for agricultural tractors (Fiat) 6. Testing of Collector Pipe Laying Machine. A preliminary report on the results of the testing of two types of collector pipe laying machines (Dariente D30 and Hoes Gigant) was handed to the mission. It appears that there are still technical problems to be solved, and the tests cannot be considered as conclusive. The mission stressed the need for an economic study to compare the cost of laying pipes with the above-mentioned machines to that of laying them manually. From the available data, it seems that for diameters up to 8" the manual laying cost is lower. In view of this, it is considered premature to make any decision for the procurement of additional machines and it was agreed that the tests should continue. 7. Availability of Cement. The average amount of cement required for the drainage works per feddan (including structures in open drains) is estimated to be 0.7 tons. Considering for 1977 a field drainage implementation with cement pipes of 220,000 feddans (Nile Delta I and Upper Egypt II Projects), the amount of cement required for this year would be about 150,000 tons. Due to intense construction activities in other fields, the production capacity of the country often fails to satisfy the demand. For this reason, the project faces periodic shortages of cement with consequent delays in its implementation. Under the Upper Egypt Drainage I Project, an allocation of US$3.56 million was made for the import of steel and other materials. Since no shortage of steel is anticipated, the Government is now suggesting to use these funds for the procurement of cement from abroad. It is estimated that, with this amount, a quantity of 70,000 tons of cement could be imported which could help in avoiding temporary shortages. The mission recommends the acceptance of this request when it is made, provided that assurances be obtained that the cement imported will be only used for the drainage works under the IDA's projects. 8. Monitoring and Evaluation of the Ongoing Drainage Projects. EPADP is conducting a crash evaluation study of the effect of drainage works on crop yields. Crop production data are used from the agriculture cooperatives in two Governorates, Menufiya (Nile Delta) and Minieh (Upper Egypt). The study is expected to be completed by June 1977. During negotiations of the Nile Delta Drainage II Project, it was agreed that not later than June 1978 EPADP will submit a detailed evaluation report on the effect of drainage works already completed under Nile Delta Drainage I Project on crop yields and soil properties, based on field data in selected representative areas. Written recommendations given to EPADP on how to conduct this study will be taken into consideration. 9. Cost Accounting System. A cost accounting unit has been already estab- lished in EPADP. A working plan is now being prepared and is promised by the end of April 1977. 10. Field Drainage Maintenance. Maintenance of field drainage is carried out by EPADP's special maintenance units. Each unit, consisting of one technician and four laborers, is responsible for the maintenance of 10,000 feddans. The unit is provided with a truck, a small store for extra pipes and materials, and some tools. The mission recommended the use of flushing pumps by which a better cleaning of pipes could be obtained. EPADP promised to study the matter with the Dutch group of consultants and to proceed with the procurement of the required ANNEX 5 Page 3 equipment. The annual field drainage maintenance cost is estimated at LE 0.8 per feddan on average. 11. Socio-economic Study. A general socio-economic study is being conducted by Professor A. Gouely of the Zagazig University in collaboration with the Ford Foundation. This study will be completed by October 1977. A supplementary study on the ability of the beneficiaries of the drainage works to pay for the investment, operation and maintenance costs will be conducted by EPADP after completion of the general socio-economic study and will be presented to IDA before June 30, 1978. 12. Cost Recovery. The mission was assured that Law 51 of 1973 exempting farmers who own less than 3 feddans from paying land tax does not affect investment cost recovery for field drainage works. A copy of the Law was handed to the mission. Recovery of costs incurred in the installation of field drainage is regulated by Law 74 of 1971. During negotiations of Nile Delta Drainage II Project, it was agreed that in order to recover the field drainage maintenance cost a ministerial decree will be issued, stipulating that this cost will be calculated at the end of each fiscal year on the basis of costs actually incurred within the drainage units and will be recovered from each cultivator at a rate proportionate to the area of his land benefitting from the field drainage works. Organization and Staffing. The Chairman of EPADP, Eng. Mahmoud while still El Din El Guindy, has been appointed as Vice Minister of Irrigation Section has been strengthened keeping the post of Chairman of EPADP. The Design to cope with the increased needs for field drainage design work. At present from the 20 engineers are working in this Section. Forty technicians graduated a short Technical Institute for Survey have been recruited by EPADP. After the supervision on-the-job training, these technicians will replace engineers in of field drainage installation.
